I ran shaved pixie dust R1Rs in 2011 and 2012. Switched to Rivals for 2013. Mistake! Back to R1Rs for 2014.

My non-expert opinion is that if you have more than a handful of events under your belt, there's nothing wrong with skipping Phase 1.
