guess this should be addressed to you. When we do the on-line registration for an event, one of the questions asked is " Horsepower" 0-100, 101-149, 150-250, 250-350, etc.
I don't think it states on there that this refers to horsepower at the wheels. We were just talking about this on the Subaru forums & I realized i was answering the question based on crank HP when the CDC rules is wheel HP.
Can we make the questionnaire specifically state that the HP question is about wheel HP?? I'm not sure how people with unmodified, untested cars will know "wheel HP" but apparenty this is the HP figure to enter, as confirmed by ED.

It's all covered in the FAQ. I suppose I can modify the form itself to make it more clear.
